President Roosevelt dedicated the Dewey Monument to honor the victory of Admiral George Dewey and the American fleet over Spanish forces at Manila Bay, the Philippines in 1898, during the Spanish-American War. The monument is also a tribute to the sailors of the U.S. Navy.

The Monument commemorates the victory of Admiral George Dewey and the American fleet over Spanish forces at Manila Bay, the Philippines, on May 1, 1898, during the Spanish-American War. The monument is also a tribute to the sailors of the U.S. Navy. Ground was broken for the monument by President McKinley, Roosevelt's predecessor, on May 12, 1901. Six weeks later the new building was underway. Low-bed trucks, drawn by 18-horse teams, brought in the massive granite columns in sections , which were lifted by chain blocks.

The earthquake and fire of 1906 devastated four square miles of San Francisco, including most of the financial district. Reconstruction began almost immediately, and within three and a half years downtown had been rebuilt along pre-1906 lines.

The Bay Bridge originally accommodated 3 lanes of car traffic for each direction on the upper deck, while the lower deck was reserved for trucks, buses, and trains. In 1957, the railroad tracks were removed and the bridge converted to allow eastbound traffic on the lower deck, and westbound traffic on top.

The central pool, the Phantom Arches, with its 24 arches of water, and the fountain pool form the main design elements of this Court. Irish yews and vases flank the central pool, called the Phantom Arches, with its 24 arches of water. The fountain statue was the "Evening Star", and the horticulture, of blue and white color scheme, had over 148,000 plantings. The recently constructed Bay Bridge cantilever section extending from Yerba Buena island can be seen in the background.
