Description The first Tribute in Light memorial, March 11, 2002. St. Paul's Chapel, overlooking the World Trade Center site, still functioned as a magnet headquarters, attracting those missing their loved ones, posting memorabilia, or tributes to the responders. The 88 searchlights mirroring the configuration of the twin towers, blasted into the sky and was visible across three states.
