Description New Detroit, the first high gravity metal refinery city was deployed in Jupiter's upper atmosphere. It was actually a space craft that would take on ore (usually from asteroids) and drop into Jupiter's upper atmosphere during the refinement process. It's Dana engines made it possible to hover at high altitudes for long periods, even in the intense gravity of Jupiter. After refinement the city would return to space and off load its newly created heavy metal alloys before taking on new ore. It's citizens were mostly mechanical, but on occasion, crews with training were allowed a short tour of duty.
